Once upon a time, in a cozy little house, a group of mice lived under the floorboards. They were always afraid of the cat that prowled around the house, hunting for them. One day, the oldest mouse suggested, “We should put a bell around the cat’s neck! That way, we will know whenever it is coming.”

The other mice thought it was a brilliant idea and eagerly discussed it. They imagined how safe they would feel if they could hear the cat approaching. However, when it came time to decide who would actually put the bell on the cat, no one volunteered.

One by one, they made excuses. The youngest mouse squeaked, "What if the cat catches me?" Another said, "I’m too small to do it!" Finally, the group realized that it was much easier to talk about a great idea than to actually put it into action.

Action: The story of "Cat Bell" reminds us that it is not enough to just think of ideas.  If no one takes action, ideas will be meaningless and useless.

Courage and daring: Rats represent people who sometimes have good ideas, but cannot implement them due to fear and lack of self-confidence.  The story shows that in order to achieve goals, one must have courage and take action.

Cooperation and communication: This story also points to the importance of cooperation and effective communication between people.  Although rats have good ideas, they cannot achieve their goals without unity and cooperation.
